The Tax Administrative Reforms Commission (TARC) has suggested that the Permanent Account Number (PAN) of the tax assesses should be used as a common business identification number which should be used by other government departments like the Customs, Excise, Provident Fund office and the Directorate General of Foreign Trade.
The recommendation, if implemented will make life easier for the small entrepreneurs who do not have the resource to go in different sets of identification for different departments.
The TARC , headed by noted tax administrator, Parthasarthi Shome, also suggested ‘ pre-filled tax returns’ and a dedicated separate organisation which will focus on the services for the tax-payers and customers.
To make the tax administration modern, the TARC also suggested that a minimum of 10 per cent of the budget of the tax administration should be spent on services and another 10 per cent on the IT infrastructure.
The panel recommended that a tax council be set up to develop a common tax policy, analysis and legislation for both direct and indirect taxes.
